06.11.00.0 - Weather/Short Term Emergency Closings



Part 1. Policy Statement.

In case of inclement weather, including snow emergencies, tornados, or other weather-related emergencies, the College will follow Minnesota State Colleges and Universities (Minnesota State) Board Policy 4.4 Weather / Short Term Emergency Closings. The president or designee may close a college campus due to a weather or other short term emergency of 6 calendar days or less in accordance with this policy. Minnesota State Policy 1A.10 Emergency Management is applicable for long term closures.

The decision to close the College will be made by the President or other designated administrator. In addition, if the Governor makes a decision to close respective State Offices, of which Saint Paul College is a part, the College will close.

Part 2. Effect of Closure.

Cancellation of classes does not excuse any employee from work. Employees of the college, including faculty, may take personal leave, vacation leave or use earned compensatory time when classes are canceled and they choose to be absent from work.

The closure of state agencies by the Commissioner of the Department of Employee Relations does not apply to Minnesota State institutions. The Governor of Minnesota has emergency powers to issue an executive order to change the work schedule of executive branch employees in cases of natural disaster or other emergencies [M.S. Section 12.21 - see related documents below]. This does apply to Minnesota State Colleges and Universities employees.

When a College closing is declared, College employees are excused from work with pay. An employee’s absence with pay for an individual emergency situation shall not exceed the equivalent of two work days unless the Chancellor authorizes a longer period. A campus closure applies to all employees without regard to labor contract. Weather or other emergency essential employees who are not excused from work will be paid at their regular rate of pay.

Part 3. Assessment of Weather and Travel Conditions.

The College will make an assessment of weather and travel conditions (temperature, wind, precipitation, condition of roads). At a minimum, one state and one local authority will be contacted as part of an assessment of weather and travel conditions. Two of the following offices will be contacted:

  • State Highway Patrol District Office
  • Minnesota Department of Transportation - district offices
  • Ramsey County and City of Saint Paul law enforcement offices
  • Ramsey County and City of Saint Paul highway maintenance offices

The President or designee will confer with at least two other Minnesota State College Presidents or designees in the Twin Cities metropolitan area as part of the weather assessment process.

Part 4. Weather Essential Employees.

Employees of the College who provide services that are essential to protect life and property during campus closings due to weather conditions, or "weather essential" employees, will not be excused from work duty during campus closings.

Part 5. Methods of Notification.

In cases when the President or other designated administrator determines to close the campus, the following methods of notification will be followed:

  1. To close before start of the college opening: An announcement regarding the closing will be made using three methods:
    1. The College will post a message on Twin City radio and television station WCCO between 6:30am and 8:00am. WCCO radio, 830 AM, and WCCO television, Channel 4, are the official stations for this message.
    2. The College will send emails and phone messages to all current students and employees using the Blackboard Connect system.
    3. The College will also place a notification on the College Web site.
  2. To close after the school day has started: The President or the President’s designee will inform employees of the emergency and the time of closing. The College will dismiss classes only after authorization is received from the President or other designated administrator. An announcement regarding the closing will be made using three methods:
    1. The College will post a message on Twin City radio and television station WCCO between 6:30am and 8:00am. WCCO radio, 830 AM, and WCCO television, Channel 4, are the official stations for this message.
    2. The College will send emails and phone messages to all current students and employees using the Blackboard Connect system.
    3. The College will also place a notification on the College Web site.
    4. The Seeker paging system for Deaf/Hard of Hearing employees.
  3. If the College officially closes, all Saint Paul College programs, including day, evening, and other activities will be canceled.

Part 6. Minnesota State System Office Notification.

A copy of this written policy shall be filed with the Chancellor.

Part 7. Other Emergencies.

The College president will maintain a list of emergency situations other than those which are due to weather conditions for which campus closure would be an appropriate action. This list includes:

  1. Flooding
  2. Tornados
  3. Fire
  4. Toxic gas releases
  5. Chemical spills
  6. Radiological accidents
  7. Explosions
  8. Civil disturbances and riots
  9. Workplace violence resulting in bodily harm and trauma

A list of essential employees that would not be excused from work duty during campus closings due to identified emergency conditions shall be maintained by the president or designee. This list includes:

  1. Administration
  2. Director of Physical Plant and Three Physical Plant Employees Designated by the Physical Plant Director
  3. Department of Public Safety Personnel, including the Director of Public Safety and all Public Safety Officers

Part 8. Timeframe.

The declaration of a campus closure shall, whenever possible, clearly identify the timeframe when employees are excused from work.

Part 9. Notice to the Chancellor.

The President or designee shall notify the Chancellor or designee after the decision is made to close a campus due to weather conditions or other emergency conditions. This notice will be used by the system office to respond to inquiries regarding campus closures.
